Two Drupal platforms managed by Tartu Oskar Luts City Library upgraded from legacy versions to Drupal 11 with security updates, WCAG accessibility work and GDPR compliance.
Challenge
Tartu Oskar Luts City Library manages two separate Drupal platforms — arkaadia.luts.ee and teele.luts.ee. Arkaadia.luts.ee ran on Drupal 7, which had reached end of life. Teele.luts.ee ran on Drupal 8, which also no longer received security patches. As a public sector organisation, the requirements went beyond the migration itself: both sites needed a WCAG accessibility audit and GDPR compliance work alongside the platform upgrades.
